According to the official Russian website (en.mchs.ru), a massive civil defense drill conducted by the Emergencies Ministry will begin on the 4th and run through the 7th of October, 2016.
The announcement was posted on Sunday, October 2nd stating that “More than 40 million people, more than 200,000 specialists of rescue and recovery units, as well as more than 50,000 units of equipment” will be participating in the drill. In addition, “federal executive authorities, heads of regions, local governing bodies and organizations” will be involved, the announcement said.
The ministry intends on coordinating an operation that tests the “relevance of current plans for different periods and preparedness of all personnel and equipment for action,” which will “fully engage” the ministry in a multilateral effort incorporating government and civilian assets and personnel.
The exercise will incorporate “non-staff rescue and recovery units,” as well as ministry “… rescue and recovery units, paramilitary mine rescue divisions, units of the State Small Vessel Inspectorate, as well as State Fire Service of the Emergencies Ministry and aircraft.”
The announcement goes on to say:
“Information and gathering of the senior personnel of ministries and agencies, executive authorities of the regions of the Russian Federation and local governments will be carried out.
Evacuation, issuing of personal protection equipment, deployment of sanitation station will be trained. Additionally, all protective equipment will be brought to readiness. Systems for emergency information of the population are going to be checked upon agreement with regional and municipal authorities.
Quality of medical services will be checked in medical institutions under jurisdiction of the Emergencies Ministry. Rescuers in cooperation with other service will train action to mitigate different emergency situations, as natural, as man-caused in order to improve efficiency of approaches used to protect the population and territories. Fulfillment of these tasks allows increasing level of preparedness of the population, senior management and civil defence forces for action during large scale emergency situations occurring in peace time.”
The drill could be nothing more than a benign test of the infrastructure and management protocols in place during times of emergency, as the announcement ostensibly implies.
But given the historical precedence of official drills corresponding with covert actions in the West—especially domestic acts of terror like the July 7th, 2005 (7/7) bombing in London England and the September 11th, 2001 (9/11) attacks in the U.S., to name a few—one wonders if there is a more secretive mission being carried out.
Several alleged insiders have suggested that a multinational alliance working to end Western control and dominance of the world (known as the Cabal in some circles) includes the Asian nation of Russia.
Putin and other allies are said to be actively engaged in a covert second cold war hidden from Western eyes by propaganda media, as revealed by many researchers and alleged whistleblowers.
History has already demonstrated that major national powers have used proxy conflicts such as the Korean War, Vietnam War, and contemporaneously, the war in Syria as a theater for a rivalry between so-called peaceful partners on the Security Council of the United Nations.
Could this announcement be an indication that the modern-day covert cold war is about to go hot and that the Eastern Alliance is about to take some action against the Cabal controlled West?
Or is this nothing more than an uneventful government drill?
